Reasons for Exemption
CEQA Section 15002(k)(1): The Lead Agency examines the project to determine
whether there is a project subject to CEQA. The City has determined that the activities
associated with the grant do not pose an impact on the environment such that it
constitutes a project under CEQA.
CEQA Section 15378(a): A “Project” means the whole of the action, which has the
potential for resulting in either a direct physical change in the environment, or a
reasonably foreseeable indirect physical change in the environment. Placement of the
proposed murals does not introduce any physical change to the structure of the existing buildings or to its physical surroundings.
CEQA Section 15061(b)(3): The activity is covered by the general rule that CEQA
applies only to projects, which have the potential for causing a significant effect on the
environment. Where it can be seen with certainty that there is no possibility that the
activity in question may have a significant effect on the environment, the activity is not
subject to CEQA. No activity associated with placement of the proposed murals has been identified as causing a potential or significant effect on the physical environment.
CEQA applies only to projects, which have the potential for causing a significant effect
on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. Therefore, staff has determined that a no possibility of significant effect is appropriate for the proposed project.
