Reasons for Exemption
The discovery of severely damaged timber fenders presents an emergency condition requiring immediate action to avoid further degradation of the pier, environmental damage to the lagoon, and navigation hazards for the regional ferry service that transits the lagoon several times per day. On a separate and independent basis, the project is also statutorily exempt pursuant to PRC 21080(b)(2).
