Document Description
The Office of Maintenance Engineering requests environmental clearance for the PS&E package for the state-funded HM-1 Job Order Contracting (JOC) project EA 0Y940 along Interstate 405 between post miles 41.4 and 44.7 near the cities of Van Nuys, Panorama City, and North Hills in Los Angeles County. The purpose of the project is to extend the pavement’s lifespan and provide a smoother ride for motorists, and the need for the project arises from the deteriorated condition of the existing pavement, which requires maintenance to preserve roadway function. Caltrans proposes mainline slab replacement, digouts and slurry seal at various ramps, and refreshing of existing crosswalk striping. Ground disturbance will be limited to excavation depths of approximately 0.75 feet for slab replacement, 0.40 feet for digouts, and up to 6 feet for construction area signs, with no trenching, grading, drainage work, slope modification, or changes to impervious surface anticipated. No vegetation trimming, removal, or landscape work is expected. All construction and staging activities will occur within Caltrans right-of-way, with no temporary construction easements or off-pavement staging areas proposed. No underground or overhead utilities will be affected, and relevant Caltrans Electrical units have been contacted regarding Caltrans-owned utilities. Traffic handling will require lane closures, ramp closures, detours, and night work, with potential extended closures for certain operations including ramp work. Local access impacts will be limited to work at the northbound on-ramp from Roscoe Blvd and the southbound off-ramp to Roscoe Blvd, where existing crosswalk striping will be refreshed at their intersections with Roscoe Blvd.
