The proposed project was determined to be exempt from CEQA under Section 15332 of the CEQA Guidelines for projects characterized as in-fill development meeting the conditions described in this section of the CEQA Guidelines since the proposed project is consistent with the general plan designation on a less than five-acre site with no value as habitat for endangered, rare or threatened species, that can be adequately served by all required utilities and public service, and is surrounded by urban uses. There is also no anticipation that the project would result in significant effects relating to traffic, noise, air quality, or water quality since the proposed residential use would have no more impact than other, similar residential uses.
