Document Description
The proposed project consists of roadway improvements along 8th Street between 3rd Avenue and 5th Avenue in the City of Marina, Monterey County. The project includes reconstruction and rehabilitation of the existing roadway; construction and replacement of curb, gutter, sidewalk, ADA-compliant curb ramps, bicycle lanes, and a multi-use path; installation of new pavement, pavement markings, traffic signage, and striping; and improvements to intersections, including curb returns and pedestrian crossings. The project also includes installation of a new storm drainage system consisting of pipelines, catch basins, manholes, infiltration chambers, and associated drainage facilities; grading; utility adjustments and relocations as necessary; demolition and replacement of existing pavement and other roadway improvements; and restoration of disturbed areas. Construction would occur within the existing roadway corridor on California State University, Monterey Bay-owned property and existing public rights-of-way. The purpose of the project is to rehabilitate existing transportation infrastructure, improve pedestrian, bicycle, and vehicular circulation, enhance accessibility in compliance with the Americans with Disabilities Act (ADA), improve stormwater drainage, and maintain the long-term functionality of the roadway. The primary beneficiaries of the project include California State University, Monterey Bay; the City of Marina; campus students, faculty, staff, and visitors; adjacent property owners; and the traveling public.

Reasons for Exemption
Section 15301 – The proposed project consists of improvements to existing public roadway facilities, including reconstruction and rehabilitation of existing roadway pavement on 8th Street and California Avenue; replacement and construction of curb, gutter, sidewalks, ADA-compliant curb ramps, pedestrian crossings, bicycle lanes, and multi-use path improvements; replacement and upgrades to existing storm drainage infrastructure; utility adjustments; pavement markings; traffic signing; and striping. The project involves improvements to existing streets and associated facilities with negligible or no expansion of existing use and is therefore exempt pursuant to CEQA Guidelines Section 15301(c). Section 15302 – The project includes replacement or reconstruction of existing roadway pavement, curb and gutter, sidewalks, storm drainage facilities, and related infrastructure in the same location and for substantially the same purpose and capacity as the facilities being replaced. Accordingly, these activities are exempt pursuant to CEQA Guidelines Section 15302(c). Section 15303 – The project includes installation of accessory infrastructure, including drainage structures, catch basins, utility appurtenances, traffic control devices, and similar small public facilities that support the existing roadway system. These improvements are exempt pursuant to CEQA Guidelines Section 15303. Section 15304 – The project includes minor grading, excavation, trenching, and restoration associated with roadway improvements, utility work, drainage improvements, and landscaping restoration. These activities constitute minor alterations to land and are exempt pursuant to CEQA Guidelines Section 15304. The proposed project consists of roadway improvements to an existing University-owned roadway and associated transportation facilities and involves negligible or no expansion of existing use. Accordingly, the project is categorically exempt pursuant to CEQA Guidelines Sections 15301, 15302, 15303, and 15304. Although the work will be performed by the City of Marina, the improvements are located on property owned by California State University, Monterey Bay. Accordingly, California State University, Monterey Bay is the CEQA Lead Agency for its approval of improvements on University-owned property. The proposed project would not have a significant effect on the environment due to unusual circumstances; would not result in damage to scenic resources within a Scenic Highway; is not located on a hazardous waste site pursuant to Sec. 65962.5 of the Government Code; would not cause a substantial adverse change in the significance of a historical resource; and would not result in cumulative impacts. Reasons for Exemption
Section 15061(b)(3): Common Sense Exemption – Under CEQA Guidelines Section 15061(b)(3), Review for Exemption (14 CCR Sec. 15061(b)(3)), activities are exempt from, and otherwise not subject to, CEQA under the "common sense" exemption where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. For the reasons stated above and with implementation of the already adopted avoidance and minimization measures, it has been determined with certainty that there is no possibility that the proposed project would result in any significant effects on the environment.
