The project consists of a lease agreement with Sweetwater Valley Little League for exclusive use of 21 acres ballfields at the existing Sweetwater Regional Park Sweetwater Ballfield for Little League activities on Mondays through Fridays from 2:00 p.m. to sundown and on Saturdays and Sundays from 7:00 a.m. to sundown. The lease area Premises is improved with one natural grass baseball field, five artificial turf baseball fields, t-ball field, warm-up areas, electronic and manual scoreboards, dugouts, netting, pitching and batting cages, a concession/storage/restroom building, two equipment storage containers, one storage shed, one portable toilet, bleachers, paths, walkways, picnic areas, planters, landscaping, and a parking lot. will include the baseball fields, including the dugouts, pitching and batting cages, and concession facility. The term of the lease agreement is for five years commencing upon execution and has one option to extend the lease for an additional five-year term.

The Lease between the County of San Diego and Sweetwater Valley Little League is categorically exempt from CEQA pursuant to CEQA Guidelines pursuant to Section 15301, Existing Facilities as it involves a lease for continued use of existing baseball ballfields that does not expand the existing use of the facility. Further, no exceptions listed in CEQA Guidelines Section 15300.2 apply to the project. The project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; and is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code.
