The proposed project, CZ2200063, and the associated amendment to Ordinance No. 348 is exempt from the California Environmental Quality Act (CEQA) pursuant to Article 19, Section 15061 (b)(3) (Common Sense Exemption). This exemption is applied to projects that are certain to have no possibility the activities in question may have a significant impact on the environment. The project does not propose any new development or disturb an existing physical environment and simply incorporates existing state law. Agricultural Employment Housing is subject to a streamlined, ministerial approval process, pursuant to Health & Safety Code Sections 17021.5,17021.6 and 17021.8, this ordinance incorporates those state codes into Ordinance No. 348.
