Change of Zone No. 2200063 – ORDINANCE NO. 348.5055 is a proposed text amendment to Ordinance No. 348, the Riverside County Land Use Ordinance, to establish streamlined ministerial approval procedures and development standards for qualifying employee housing, including Polanco Parks and agricultural employee housing, consistent with Health and Safety Code Sections 17021.5, 17021.6, and 17021.8. The proposed project, CZ2200063, and the associated amendment to Ordinance No. 348 is exempt from the California Environmental Quality Act (CEQA) pursuant to Article 19, Section 15061 (b)(3) (Common Sense Exemption). This exemption is applied to projects that are certain to have no possibility the activities in question
may have a significant impact on the environment. The project does not propose any new development or disturb an existing physical environment and simply incorporates existing state law. Agricultural Employment Housing is subject to a streamlined, ministerial approval process, pursuant to Health & Safety Code Sections 17021.5,17021.6 and 17021.8, this ordinance incorporates those state codes into Ordinance No. 348.
