Document Description
The County of Riverside Transportation Department is proposing to reconstruct approximately 4,100 feet of Gilman Springs Road from approximately 300 feet west of Kevin Road to approximately 100 feet east of Alessandro Blvd. in the Community of Badlands. Gilman Springs Rd is a two-lane road with a width that varies between 28’ to 48’ and is classified as an Arterial Highway in the County of Riverside’s General Plan. The proposed work will consist of removing existing Asphalt Concrete (AC), scarifying underlying material, perform moisture conditioning and recompacting of existing material, and paving back with new Hot Mix Asphalt (HMA).
The proposed project will also include:
• Placement of safety edge
• Re-striping of roadway, including pavement markers, rumble stripes and centerline channelizer
• Salvage/removal of existing signs and installation of new signs
The proposed project will remain within the existing County right-of-way (ROW) and will not require any additional ROW. Temporary construction easements may be required for the proposed improvements.

Reasons for Exemption
The County of Riverside Transportation Department has found that the above-described project is exempt from the provisions of the California Environmental Quality Act (CEQA), based on the following:
Section 15301 (c) – Existing Facilities – The project proposes to reconstruct approximately 4,100 feet of Gilman Springs Road. The project in its entirety is consistent with Section 15301(c) because it does not create additional traffic lanes and involves no expansion of use of the existing roadway and associated facilities.
