Document Description
The County of Riverside Transportation Department is proposing to replace approximately 0.74 miles of existing asphalt concrete pavement on 10th Street from Reservoir Avenue to Wolfskill Avenue in the community of Lakeview. The County of Riverside General Plan classifies 10th Street as a Secondary Highway. This road is currently a two-lane road with a road width of 24 feet.
The proposed work will consist of grinding in place (pulverize) the existing concrete asphalt pavement on 10th Street, perform moisture conditioning, mixing and recompacting grindings with existing native material, and paving back the new base with Hot Mix Asphalt (HMA).
The project will include the following:
• Reconstruction asphalt concreate dikes.
• Reconstruction of asphalt concreate driveways
• Construction of energy dissipator (rip rap installation and cutoff walls).
• Placement of safety edge and shoulder backing.
• Adjustment of valve can
• Application of hydroseeding.
• Restriping of roadway, including pavement markers and reflectors.
• Salvage/removal and installation of new signs.
• Utility adjustments

Reasons for Exemption
The County of Riverside Transportation Department has found that the above-described project is exempt from the provisions of the California Environmental Quality Act (CEQA), based on the following:
Section 15301 (c) – Existing Facilities – The project proposes to reconstruct 0.74 miles of 10th Street from Reservoir Avenue to Wolfskill. The project in its entirety is consistent with Section 15301(c) because it does not create additional automobile lanes and involves no expansion of use of the existing roadway and associated facilities.
