Reasons for Exemption
City of Point Arena Wastewater District aging Electrical and Control System will be replaced and a new permanent standby diesel-powered generator and automatic transfer switch added to accommodate anticipated frequent power outages due to increased storm severity.
a. The addition of the generator and automatic transfer switch will not increase the use of the system. The additions would merely ensure operation of the wastewater treatment facility is not impacted by insufficient power.
b. An automatic screening device will be installed at the existing Wastewater Treatment Facility’s headworks to remove non-organic solids on a continuous basis and divert the screenings from discharge. This will not result in an expansion of the existing use.
c. WWTF improvements have been selected to prevent sanitary sewer overflows and provide I/I reductions resulting in a reduction in hydraulic loading.

Reasons for Exemption
Sanitary main sewer lines and lateral separations will be replaced and point repairs conducted on approximately 1 mile of the existing 3.16-mile sanitary sewer mainlines. The mainline will be replaced with an 8” PVC pipe. Three new manholes and separation of private laterals from three shared laterals will be included. The installation and separation of private laterals reduces ambiguity of responsibility of future repairs of said lateral and improves opportunities for I/I reduction. The installation of manholes and separation of laterals will not increase capacity of the system. Therefore, the project meets the requirement of “negligible or no expansion of capacity.”
