Document Description
The project consists of rehabilitation of two groundwater wells that supply water to over 3,000 residents within portions of the City of Scotts Valley and nearby unincorporated communities. The purpose of the rehabilitation is to restore well efficiency and maintain reliable water production, as Paso 7 is currently under-producing and Paso 8 is inoperable. Rehabilitation activities would include removal of the well pumps, video inspection, mechanical cleaning of the well screens, chemical treatment (acid washing), post-treatment cleaning, disinfection, test pumping, and post-rehabilitation video inspection. Project implementation will require temporary installation of an approximately 2,600-foot-long above-ground pipeline to convey treated water to the nearby Hanson Quarry's drainage pond, where the treated and tested water will be discharged in accordance with regulations.

Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. This project is consistent with the Class1 exemption as the project involves rehabilitation of two existing groundwater wells to restore well production with no increase in capacity or expansion of use. This project is necessary to meet public health and safety standards, extend the useful life of the wells, and improve operational efficiency.
