The evidence supports the finding that the amendments to Proposition NN will not have a direct adverse impact on the environment, nor will the amendments have any indirect adverse impacts on the environment and that, accordingly, the common sense exemption under section 15061, subd. (b)(3) of the CEQA Guidelines (title 14, section 15000 et seq.). Projects completed under the revised Proposition NN will be required to undergo CEQA analysis on a project basis.
