Document Description
The San Roque Debris Basin, constructed in 1964 following the Coyote Fire, is an aging flood control facility and a total barrier to steelhead migration. The culvert pipe running through the existing dam embankment is damaged and not functioning from previous years of intense storms. The proposed improvements will consist of removing the existing concreted earthen filled dam, portions of the grouted rock embankment and 36-inch culvert. The replacement is opening the dam to an ungrouted, natural streambed between two grouted rock side slopes, using the stream simulation design technique. The grade at the current inlet structure will be lowered by approximately 5 ft at the thalweg rising in the basin to existing grades for a constant slope similar to reference reach conditions upstream.

Notice of Exemption

Exempt Status
Categorical Exemption
Type, Section or Code
Article 19, Section 15301
Reasons for Exemption
Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Consistent with this exemption, the project is the repair and minor alteration of an existing flood control facility with no expansion of use. Therefore, this project can be found to be categorically exempt from CEQA. There are no scenic highways, hazardous waste sites, historical resources, or designated resources of critical concern or officially adopted. There are no unusual circumstances that conclude a reasonable possibility that the activity would have a significant effect or cumulative impact on the environment pursuant to Section 15300.2.
