Document Description
The Brea Olinda Unified School District (District) is proposing to replace and install eight portables and a play area at Arovista Elementary School. In addition, the proposed project would relocate the new portables and play area approximately 200 feet southwest of its current location. The new area would support eight portables, totaling 7,680 square feet. The portables would include one preschool administration building, three preschool classrooms, one computer classroom, one library, and two preschool special education classrooms as well as an outdoor play area with a 600-square-foot shade canopy. The proposed project would not require the removal of any existing trees on site. The proposed project would occur entirely within the campus boundaries and would not increase student capacity or alter permanent buildings on the campus. Project construction is anticipated to extend up to 12 months beginning in winter 2026. The demolition of the existing portables and play area would not occur until the replacement portables and play area are established; therefore, no temporary classrooms would be necessary to accommodate students or faculty during
construction.

Reasons for Exemption
The proposed project includes the in-kind replacement of the existing eight portables and play area and would relocate the new facilities approximately 200 feet southwest of its current location, entirely within the campus existing area of disturbance. The new portables and play area would serve the same function as the existing structures that would be replaced. Further, the new structures would not change the capacity at the campus. As such, the proposed project qualifies for a categorical exemption under CEQA Section 15302, Replacement or Reconstruction, because the project consists of the replacement of existing facilities within the campus and would have the same purpose and capacity as the structures that would be replaced; Section 15303, New Construction or Conversion of Small Structures, because the project involves the installation of a limited number of new, small facilities (i.e. , eight portables and a play area); and Section 15314, Minor Addition to Schools, because the project involves the construction of eight portables and a play area to replace the existing structures entirely within the campus and would not result in an increase in the number of classrooms or increase student capacity.
