SFID requests the San Diego Local Agency Formation Commission (LAFCO) initiate proceedings for an amendment to SFID’s sphere of influence and annexation of six residential properties located at 15808, 15818, 15828, 15830, 15834, and 15838 Highland Court, Solana Beach CA 92705 to the Santa Fe Irrigation District. SFID currently provides water service to the six residential properties and annexation will not result in new or additional connections. Any future or additional connections will require SFID approval.

The Santa Fe Irrigation District already provides water service to six residential lots located at 15808, 15818, 15828, 15830, 15834, and 15838 Highland Court, Solana Beach CA. This application will allow the SFID to formally annex this already served area and amend its sphere of influence. Under State CEQA Guidelines sections 15378(b)(5), the District's submission of the Application to LAFCO does not constitute a "project" subject to environmental review under CEQA. The submission of the Application is merely an organizational /administrative activity of the SFID and LAFCO with no impact on the environment.

Reasons for Exemption
Even if the proposed annexation is considered a “project” under CEQA, it is exempt from environmental review under the Class 20 exemption for changes in the organization or reorganization of local agencies. (State CEQA Guidelines, § 15320.) Under section 15320, changes in the organization of a local governmental agency are exempt if the changes do not modify the geographical area in which previously existing powers are exercised. This exemption applies because the annexation constitutes a “change of organization” under the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 and does not change the geographical area within which the power to provide the services will be exercised. There is no evidence that the proposed annexation involves any unusual circumstances that might cause a significant effect on the environment. (State CEQA Guidelines, § 15300.2(c).)
