Document Description
The Permittee will conduct maintenance and repair work for corrosion project 2652 (C-2652) at Mile Point (MP) 489.390 of Gas Pipeline 300A (L-300A), a section of gas line that was designed as an intentional span, in the City of San Jose, Santa Clara County (37.281830, -121.795831). The Project is necessary to minimize potential corrosion from atmospheric exposure along the pipe body and at both air-to-soil transitions where the pipeline span enters and exits the ground. The pipeline spans a perennial spring-fed drainage area with two perennial stream channels below the pipe that are unnamed tributaries to Coyote Creek. The larger perennial watercourse (PW-01) flows from east to west below the pipe. The smaller perennial watercourse (PW-02) begins where an existing polyvinyl chloride (PVC) pipe emerges upstream from the hillside and flows downstream under the pipe before joining PW-01 on the west side of the pipeline.
The maintenance activities include clearing vegetation from the workspace surrounding the pipeline span, stripping topsoil (the uppermost 6 to 8 inches) from all areas to be excavated, excavating the air-to-soil transition areas, installing scaffolding below and adjacent to the pipe span, scraping existing pipe wrap at the air-to-soil transitions and sandblasting existing paint off of the pipe, inspecting the bare metal pipe for any anomalies and making any necessary repairs, and recoating and/or repainting the pipe. The pipeline is very close to the ground at this span, limiting access for the necessary maintenance and repair activities

Reasons for Exemption
The Project will temporarily impact about 0.005 acres/233.8 square feet (SF) of perennial stream channels along 45 linear feet (LF) by conducting pipe maintenance and clearing vegetation, stripping topsoil, excavation, and water diversion(s) to access the pipe and conduct the maintenance work. The Project will result in no permanent impacts to waters of the State. The Permittee will provide compensatory mitigation for the Project’s temporary impacts by implementing the avoidance and minimization measures (AMMs), best management practices (BMPs), and sediment and erosion controls described in the application, the Erosion Control Plan (Atmospheric Corrosion Span Projects, Activity Specific Erosion and Sediment Control Plan; ETIC Engineering, Inc.; October 13, 2014; revised July 9, 2021), and the revised Restoration Plan (Regional General Permit for Pacific Gas and Electric Company’s Bay Area Operation and Maintenance Program Restoration Plan; PG&E; revised June 2026).
