Document Description
The Project consists of blading, grading, and drainage restoration of FR 1N13, a USFS road providing access to District water infrastructure, to restore a passable road surface and proper drainage following damage from Tropical Storm Hilary (August 2023) and subsequent debris flows following the Line Fire (September-October 2024). Work includes shaping the traveled way, shoulders, turnouts, berms, and drainage dips using suitable on-site native material, and removing or relocating minor debris, rock, sediment, slough, and downed material obstructing the traveled way or drainage facilities. The Project will restore the road within its existing prism and right-of-way to a desired finished width of approximately 25 feet, where feasible; no new road alignment, road widening beyond the existing disturbed prism, or expansion of use is proposed. The Project is authorized by a USFS road use permit and is being conducted under U.S. Army Corps of Engineers Regional General Permit 10 for Wildfire Mitigation Activities and the associated State Water Resources Control Board Section 401 Water Quality Certification.

Reasons for Exemption
The Project consists of the repair, maintenance, and minor alteration of an existing public road (FR 1N13) within its existing prism and right-of-way, involving negligible or no expansion of existing use, consistent with CEQA Guidelines Sec. 15301, Class 1 (Existing Facilities). The work is road grading undertaken for the purpose of public safety and to restore access needed to maintain critical water infrastructure and support wildfire suppression capability, consistent with Sec. 15301(c). No new roads, road widening beyond the existing disturbed prism, or increase in road capacity or use is proposed. The Project will be conducted using BMPs under RGP 10 and the associated 401 Water Quality Certification to avoid significant effects on water quality or aquatic resources, and none of the exceptions to categorical exemptions in CEQA Guidelines Sec. 15300.2 apply.
