Document Description
The City of Fremont is constructing a fiber network to connect unserved
households and anchor institutions with high-speed, affordable broadband. This project will establish 120,323 linear feet of new fiber optic cable across the City and interconnect with sections of the Statewide Middle Mile Backbone Network (MMBN) while simultaneously providing last-mile connection within the most critically unserved communities and neighborhoods. The project will bring scalable broadband speeds to 516 unserved locations as determined by CPUC standards.
This project contains 80,574 feet of underground fiber, 20,407 feet of aerial fiber, and 19,342 feet of new fiber installed in existing conduit. Underground routes will be laid within existing rights of way while all aerial routes will be attached to pre-existing utility poles. These routes will ensure redundancy and future capacity, and will include new and existing conduit within previously disturbed rights-of-way with a 288-strand fiber cable.

Reasons for Exemption
Construction of the proposed Network will occur within existing trenches and/or previously disturbed areas and require minor trenching and backfilling. Installation will
take place within city right-of-way properties which are currently occupied with existing utilities, including fiber network lines with no expected expansion of physical footprint.
The Network consists of underground and aerial fiber infrastructure and any small structures will be buried underground. Project activities are subject to the City's standard development requirements (Fremont Municipal Code Chapter 18.218), which substantially mitigate environmental impacts associated with development. There is no substantial evidence that the project is subject to an exception to
the exemptions given that the proposed Network will reduce cumulative impacts by collocating with existing facilities, disturbed surf aces will be restored to existing conditions, construction activities are identical to standard utility work, and components will not be located near or within a hazardous site and/or within visibility of a designed highway.
