Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a commercial cannabis cultivation license submitted on 2/16/2026 by Justin Hammer. The proposed project will operate an outdoor cannabis cultivation located at 0 Frazier Lake Road, Hollister, CA 95023 (APN 013-040-025). Project encompasses a maximum of 96.6 acres of canopy on 154.5 acres of Agricultural (A) farming area. Water for irrigation is provided by an onsite groundwater well and power is provided by PG&E. The project will not expand the existing facility and was issued an operating permit (PLN250047) by San Benito County Resource Management Agency.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The site can be adequately served by all required utilities and public services. None of the exceptions to this exemption defined in Section15300.2 apply.
