Reasons for Exemption
The proposed project is exempt from environmental review under Section 15301(e) (Class 1“Existing Facilities") and Section 15311 (Class 11 “Accessory Structures”) due to the proposed use will be conducted within an existing building and no modifications to the building and site are proposed as part of the project. Moreover, none of the exceptions listed in CEQA Guidelines, Section 15300.2 apply, in that: (a) the site is not located in an environmentally sensitive area, (b) there are no cumulative impacts, (c) there are no significant effects due to unusual circumstances, (d) the project is not located near a scenic highway, (e) the project site is not located on a hazardous waste site pursuant to Government Code Section 65962.5, and (f) the project would not adversely affect any historical resource.
