Reasons for Exemption
Pipeline 3 provides the water supply to member agencies and affects the integrity of pipelines in other reaches and returning the pipeline to service in its current condition could pose a risk to property in the adjacent neighborhood. Emergency repair of the pipeline is necessary to maintain water service and to prevent and mitigate an emergency and are specifically statutorily exempted from CEQA per the Water Authority's Administrative Code implementing CEQA [§8.00.050(b)(2)].
