Document Description
The project consists of a request for a conversion an existing agricultural accessory structure into a kill floor. Additional improvement include the additional of aggregate base to approximately 1,000 feet of an existing unsurfaced dirt private driveway, and construction of an approximately 900 square-foot paved parking area. The kill floor will operate Monday through Saturday 9am to 5pm. Livestock will be raised on site. Customers may either bring livestock to be slaughtered or purchase an animal on site. The maximum number of slaughters permitted per week will be limited to 30.

Reasons for Exemption
Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure.
The proposed project would include three categories of improvements:
• Conversion of an existing structure from an agricultural barn to a kill floor. The conversion is proposed to involve only interior improvements. This includes installation of new drainage, a tile or concrete floor, countertops, and sinks.
• Addition of aggregate base to approximately 1,000 feet of an existing driveway. In it’s current condition, the driveway consists of compacted dirt. Resurfacing with aggregate base is necessary to provide emergency vehicle access to the converted structure. The project does not propose any grading. However, if grading is proposed in the future, the project would be required to comply with County Code 15.12 regarding storm water management and discharge control and County Code 16.44 regarding Land Grading and Erosion Control.
• Construction of an approximately 900 square-feet parking area, to include five vehicle stalls.
The project does not propose to remove any trees and would not impact any sensitive resources or species. All three components of the project consist of the conversion of existing small structures with installation of small new equipment and construction of new small facilities. Therefore, the project is exempt from the provisions of CEQA.
Section 15300.2-Exceptions
Section 15300.2 of the CEQA Guidelines, Exceptions, provides conditions under which categorical exemptions are inapplicable. Review of the Project indicates that it will not violate any of the exceptions, as described in the following section.
1. For Classes 3, 4, 5, 6, and 11, will the project have an impact on an environmental resource of hazardous or critical concern where designated, precisely mapped, and officially adopted pursuant to law by federal, state, or local agencies?
The project site consists of disturbed grassland with some cleared compacted dirt areas. There are no identified critical habitats or mapped sensitive vegetation communities; the project site is not within a mapped fire hazard zone, FEMA Special Flood Hazard Area, or adopted habitat conservation plan.
Therefore, construction of the project will not result in impacts on an environmental resource of hazardous or critical concern.
2. Will cumulative impacts be considerable because successive projects of the same type will occur at the same place over time?
As proposed, the project will not result in potentially significant impacts. A Use Permit is required to allow the proposed use. Future changes to the use type, additions to facilities, or construction of new facilities would require a Use Permit amendment and subsequent discretionary review. Therefore, no cumulative impacts will result from the project or successive projects of the same type at the same place over time.
3. Is there a reasonable possibility that the activity will have a significant effect on the environment due to unusual circumstances?
There are no known unusual circumstances that will have a significant effect on the environment. The project is conditioned to obtain a Custom Livestock Slaughter Establishment license from the California Department of Food and Agriculture (CDFA). The CDFA provides ongoing inspections of the facility and regulates matters of the California Code of Regulations, such as sanitation, humane handling and slaughter of livestock, sanitary dressing procedures, record keeping, sanitary product handling, and other topics. The project is conditioned to contain all solid and liquid waste from the kill floor and have it removed regularly by a licensed rendering company.
4. Will the project result in damage to scenic resources, including but not limited to trees, historic buildings, rock outcroppings, or similar resources within a highway officially designated as a scenic highway?
The Project is not located within the vicinity of a scenic resource, scenic highway, historic building, or any rock outcroppings. Therefore, the project will not result in damage to scenic resources or similar resources within a highway that is officially designated as a scenic highway.
5. Is the project located on a site which is included on any list compiled pursuant to Section 65962.5 of the Government Code?
The project site is not included on any list compiled pursuant to Section 65962.5 of the Government Code.
6. Will the project cause a substantial adverse change in the significance of a historic resource?
The project site does not contain any historical resources.
