Document Description
The purpose of this project is to repair an embankment failure and reconstruct the roadway to restore two-way traffic along Pinehurst Road, which was damaged during winter storm events. The road is currently limited to one travel lane.
The embankment will be repaired by constructing two soldier pile walls with root wad revetment and boulder toe armoring, and by replacing a storm drain culvert that crosses underneath the roadway. The soldier pile walls will be approximately 40 and 80 feet long. The piles for the walls will be installed by drilling into 35-foot-deep holes; no pile driving will occur. Excavations up to 25 feet deep are required to install the soldier pile lagging. A guardrail will also be installed.
Drainage improvements include replacing the existing 24-inch corrugated metal pipe culvert crossing Pinehurst Road with a 30-inch reinforced concrete pipe culvert to properly convey flows from the adjacent hillside. A new inlet will be installed at the culvert. The roadway thermoplastic striping will match the existing striping. Equipment staging will likely occur along the closed lane of Pinehurst Road.
Appropriate Best Management Practices (BMPs), including but not limited to erosion control measures such as fiber rolls, silt fencing, and hydroseeding of temporarily disturbed areas, will be implemented during construction. Regulatory permits will be obtained before construction. Approximately five trees will be removed, and approximately ten trees will require trimming. Real property transactions, including right-of-way acquisition, may be necessary to support the project. Utility relocations may also be needed.
The project is anticipated to begin in summer 2027 and take approximately 80 days to complete. During construction, one-way reversing traffic control will be in place. Emergency vehicles will always have access. Traffic control signs will be installed before and during construction. No night or weekend work is anticipated.
