Reasons for Exemption
This project is exempt from the requirements of CEQA pursuant to the Environmental Review Guidelines for the Santa Barbara County APCD (revised April 30, 2015). Appendix A.1.(a) (APCD Projects Exempt from CEQA and Equipment or Operations Exempt from CEQA) provides an exemption specifically for projects at new or existing sources or facilities with a potential to emit less than the Best Available Control Technology (BACT) thresholds specified in APCD Regulation VIII. Additionally, Appendix A.1.(f) (APCD Projects Exempt from CEQA and Equipment or Operations Exempt from CEQA) provides an exemption specifically for projects undertaken exclusively for the repair, maintenance or minor modification of existing sources involving negligible or no expansion of use beyond that previously existing. The project results in 0.13 lb/day (0.03 tons/yr) of ROC emissions, well below the District’s 25 lb/day BACT threshold. The proposed corrosion inhibitor totes are consistent with normal operational maintenance practices and pipeline integrity maintenance. The project did not require an AQIA or trigger offsets at the source for the first time. The two, 793-gallon steel totes will be located within the existing developed area at the pump station amongst existing industrial infrastructure. The prefabricated totes require no foundation work. Section 15300.2 of the State CEQA Guidelines lists exceptions that would prohibit a project from qualifying for a categorical exemption. The District considered the applicability of the listed exceptions and concludes that none of the exceptions apply.
