Document Description
The Applicant is proposing the demolition of the existing Church of Christ Church and associated improvements to allow for the development of the Belmare II subdivision on a 2.69-acre site located at 33 North Lee Avenue. The Proposed Project includes a request for a General Plan Amendment (GPA) to amend the Subject Property’s General Plan Land Use designation from Low Density Residential (LDR) to Medium Density Residential (MDR). The allowable density range within the MDR land use designation is seven (7) to fourteen (14) dwelling units per acre. The Proposed Project’s density is eleven (11) dwelling units per acre. The Proposed Project also includes a request to rezone the Subject Property from its current Single-Family Residential (R-1) Zoning District to Planned Development (PD) Zoning District. The Proposed Project also includes a Vesting Tentative Subdivision Map (Figure 7) to facilitate the development of a gated, twenty-nine (29) unit single-family residential subdivision with access from North Lee Avenue. As part of the Proposed Project, frontage improvements along North Lee Avenue include the construction of new curb, gutter, and sidewalk; installation of a five (5) foot wide landscape strip behind the sidewalk; and construction of a six (6) foot tall decorative CMU block wall adjacent to the public frontage. Utilities provided to the Proposed Project, including water and sewer, will be provided by the City of Oakdale via connection to existing lines located in North Lee Avenue. Stormwater will be accommodated on-site via the installation of a French drain system. The Proposed Project is intended to function as an extension of the existing Belmare Senior Living facility located adjacent to the Subject Property and is proposed to be age-restricted (55+ and/or independent living). The Proposed Project includes pedestrian access to the existing Belmare site via a pedestrian walkway. All on-site improvements, including private streets, landscaping, common areas, and the pedestrian connection, will be privately owned and maintained.
