Document Description
The Port of Long Beach, acting by and through its Harbor Commissioners (Port), approved Notice of Mutual Agreement (NMA) No. 2025-1R between the Port of Long Beach, Port of Los Angeles, Alameda Corridor Transportation Authority, Union Pacific Railroad Company, and BNSF Railway Company. Approval of NMA No. 2025-1R approves the selection of RailWorks Track Services, LLC as the Alameda Corridor Maintenance Contractor and the business terms of the Maintenance Agreement between ACTA and RailWorks Track Services, LLC. The Maintenance Contractor is responsible for the maintenance of the 20-mile Alameda Corridor, including all track, signals, communication systems, and right-of-way and structures. The existing Maintenance Agreement with RailWorks Track Services, LLC has been in place since April 15, 2019 and is currently extended through October 14, 2026. The new Maintenance Agreement will be for a five-year term for the continued replacement, repairs, installation, and maintenance of existing facilities in the Harbor District of the City of Long Beach.

Reasons for Exemption
The Class 1 Categorical Exemption consists of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. NMA No. 2025-1R between the Port of Long Beach, Port of Los Angeles, Alameda Corridor Transportation Authority, Union Pacific Railroad Company, and BNSF Railway Company approves the selection of RailWorks Track Services, LLC as the Alameda Corridor Maintenance Contractor and the business terms of the Maintenance Agreement for the continued replacement, repairs, installation, and maintenance of existing facilities in the Harbor District of the City of Long Beach, with no expansion of existing or former use.
The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA)
Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15301 (Class 1. Existing
Facilities); therefore, the Project is exempt from CEQA and no further environmental review is required.
