Description of Nature, Purpose and Beneficiaries of Project: Second Amendment to the Memorandum of Understanding (MOU) between the Port of Long Beach and South Coast Air Quality Management District for funding zero-emission drayage charging projects to reflect discontinuation of the proposal submitted by project recipient Clean Energy to install a minimum of three charging stations at an existing liquified natural gas (LNG) facility in Wilmington at 3400 E I Street, and the transfer of project recipient status from Electrify American to 4Gen Logistics as the designated contracting recipient. Amendment also includes the authorization of an amended scope for project recipient TeraWatt to reduce the originally proposed installation of 128 charging stations to an installation of 74 charging stations at 2015 E University Dr, Compton, CA 90220, 10940 S Riverside Ave, Bloomington, CA 92316, 14311 Slover Ave, Fontana, CA 92337, and 2810 Tanager Ave, Commerce, CA 90040. Project recipient, 4Gen Logistics to install up to 12 Megawatt Charging Stations (MCS) at 200 Pier S Ave, Long Beach, CA 90802 and up to 8 MCS at a facility located at 2998 Stonehurst Drive, Rialto, CA 92377. As a result of these modifications, the Clean Truck Fund Rate funding for zero-emission drayage charging projects will update the total contract value to $10,938,084.

The project involves the new installation of electric charging stations for zero-emission drayage truck charging by project recipients: TeraWatt, Forum Mobility, and 4Gen Logistics.

Reasons for Exemption
The Class 4 Categorical Exemption consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes and backfilling where the surface is restored. The Project involves construction and installation of electric charging stations and backfilling where the surface will be restored. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15301 Existing Facilities (Class 1), Section 15303 New Construction or Conversion of Small Structures (Class 3), Section 15304 Minor Alterations to Land (Class 4); therefore, the Project is exempt from CEQA and no further environmental review is required.
