Document Description
The HWRP Flare System Replacement and Battery B Digester Demolition (projects) propose to demolish six decommissioned digester tanks and replace the existing digester gas flaring system with an ultra-low emission flaring system to meet South Coast Air Quality Management District (SCAQMD) emission requirements. The projects will benefit employees, residents in the vicinity of the HWRP, and cities that utilize the HWRP by ensuring that the Flaring System Facility remains operational. Please see the project description continuation in the narrative for more details. On, October 28, 2024, the Bureau of Engineering (BOE) issued the Final Pre-Design Report for the CIP 2528 HWRP Battery B Digester Demolition Project.

This project is exempt from California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Article 19, Sections 15302 (c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. Additionally, the project is exempt pursuant to the corresponding City CEQA Guidelines (Article III, Section 1, Class 2 Cat. 3). None of the limitations set forth in State CEQA Guidelines 15300.2 apply (see attached narrative).
