Document Description
The Office of Maintenance Engineering requests environmental clearance for the Plans, Specifications, and Estimates (PS&E) package for Highway Maintenance (HM-1) Project EA 0Y9601 on SR-138 in the City of Palmdale (PM 46.7–50.0). The project proposes to apply a slurry seal, a thin layer of emulsified binder mixed with sand and small aggregate, to extend pavement life, with limited surface digouts up to approximately 0.33 feet in areas where cracking is too extensive for slurry treatment as confirmed by the project engineer. All work will occur within existing Caltrans right-of-way, and no shoulder backing, vegetation removal, grading, trenching, drainage work, or utility impacts are anticipated. Construction-area signs will not require ground excavation because they will be attached to existing poles or placed on contractor stands, consistent with nighttime and section-by-section construction operations. The project is fully state-funded, no relocations of utilities are anticipated, and no changes to impervious surfaces will occur.
