Document Description
Special Use Permit No. PSP 07-088 was approved by the Tulare County Planning Commission on April 8, 2009, as resolution no. 8432 and recorded on April 4, 2013, as Document No. 2013-0021368, which established an Assemblages of People, that allowed for eight (8) events per year, on a 8.0-acre portion of a 300-acre parcel in the AF (Foothill Agricultural) Zone. The requested minor modification to Special Use Permit No. PSP 07-088 is to update the site plan to include a multipurpose rodeo and event area. The site will consist of a 31,900 sqft open riding area, 450 sqft roof cover announcer stand, 8,000 sqft covered bleacher area, 2,100 sqft restrooms with showers, parking lot with 230 spaces and a trailer parking area with 16 spaces. The beneficiaries of the Project would be the Tule River Tribe of California.

Reasons for Exemption
Project is Categorically Exempt, consistent with the California Environmental Quality Act of 1970 (CEQA) and the State CEQA Guidelines, pursuant to Title 14, Cal. Code Regulations Section 15303, Class 3, New Construction or Conversion of Small Structures. The use of 15303 is applicable and appropriate as all changes would be accessory to an already existing use on the approved site. There will be no changes to the number of events or number of anticipated guests. Therefore, no levels of previously analyzed Environmental Impacts would change from the approved ND as made part of PSP 07-088 under Resolution No. 8432 (Subsection B.12). The lead agency concludes that the proposed Project fits under the exemption as it is consistent with the Tulare County Zoning Ordinance and General Plan. Therefore, the use of Section 150303 is applicable and appropriate for the proposed project.
