Document Description
The California Department of Fish and Wildlife (CDFW) has executed
Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-SBR-59387-R6, pursuant to Section 1602 of the Fish and Game Code to the City of Los Angeles -Los Angeles Department of Water and Power.
The 260.16-acre Project is limited to the installation of six new electrodes to replace six existing electrodes that have failed. Work at each electrode with would consist of hand digging to expose the existing failed electrode for removal, drilling a new 14 inch diameter, 230 foot deep anode well, installing the new electrode in the well column, providing a concrete well seal, hand digging and routing the anode cables to each new well, and backfilling with native soil. Part of these replacements include upgrades to AC power supply, monitoring/communications devices, and security systems at the station and the control enclosure itself. These activities will result in approximately 4.36-acres of temporary impacts to 1602 stream resources including 0.47 acres of riparian vegetation and an unnamed tributary to the ephemeral Coyote Lake. The Project will utilize non-resource designated areas that are already disturbed, in addition to pre-existing areas around the Control Building for staging. In total, the Project will avoid 230.01-acres of the 234.37 acres of aquatic resources on the Project site to prevent potential impacts to 1602 resources

Reasons for Exemption
On November 16, 2023, the Los Angeles Department of Water and Power, the
Lead Agency determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15302 – Replacement or Reconstruction. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is
exempt from CEQA.
