Document Description
The proposed project would involve the replacement of existing passenger elevators at the San Diego Convention Center Parking Garage in the city of San Diego, California. The purpose of the proposed project is for the modernization of the existing elevators which require replacement due to their age and condition in order to maintain their operation. The proposed work would include the replacement of three (3) existing elevators, ‘A’, ‘C’, and ‘F’. Work to complete the proposed project would consist of the following:
• Interior Improvements: Replacement of existing car operating panels, key switches, control buttons, and elevator equipment including cab finishes, rails, call buttons, cab door and door operators, lanterns, control systems, hall signals, floor indicators, and associated machine room equipment.
• Exterior Improvements: Replacement of existing elevator glass panels with solid, durable infill panel materials. Replacement of existing call buttons and signage. Replacement of existing elevator doors with stainless steel doors.
The proposed work is anticipated to begin in Fall 2026 and would be carried out in two (2) phases over the course of approximately six (6) months, followed by a twelve (12) month maintenance phase, with ongoing maintenance as needed. The proposed project would require the utilization of approximately four (4) parking spaces for a staging area on the second floor of the parking garage. The proposed project would include phasing to comply with the Americans with Disabilities Act of 1990 to ensure the parking garage has at least one operational elevator on the floor over the course of the project. Phase 1 would consist of the replacement of elevator ‘C’, and is anticipated to take approximately three (3) months to complete. Phase 2 would consist of the replacement of elevators ‘A’ and ‘F’, and is anticipated to take approximately three (3) months to complete. Interim preventative maintenance of all elevators would occur concurrently throughout the project.
Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, impacts related to air quality, greenhouse gas emissions, and transportation and traffic are not anticipated to occur. The District would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.

Reasons for Exemption
The proposed project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction) because it would consist of the replacement of existing structures that would: involve no expansion of use beyond that previously existing, consist of the replacement of an existing structure, be located on the same site as the structure replaced, and have substantially the same purpose and capacity.
3.a. Existing Facilities (SG § 15301) (Class 1): Includes operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that previously existing. {9) Restoration and rehabilitation of deteriorated or damaged structures, facilities or mechanical equipment to meet current standards of public health and safety or permit requirements, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood. 3.b. Replacement or Reconstruction (SG § 15302) (Class 2): Includes replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site and will have substantially the same purpose and capacity as the structure being replaced. (2) Replacement or reconstruction of marine terminal facilities, and marine oriented commercial, industrial, and public and commercial recreational facilities, including buildings, piers, piles, wharves, marine ways; railroads; airport facilities, runways, taxiways, aprons, and ancillary structures to those facilities: electrical and mechanical systems and equipment: where the new structure will be on essentially the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
