Document Description
The proposed project would include the following components: rehabilitation of approximately 32,411 feet of existing sewer main pipeline using a new flexible cured-in-place pipe (CIPP) lining to significantly reduce groundwater infiltration and extend the life of the aging infrastructure (see Table 1); installation of new seals using spray or epoxy coating cured by an air-dry system for 94 manholes to prevent stormwater inflow and further protect the system during future flood events, steam or ultraviolet light may be used as alternative curing methods on an as-needed basis, but use of these methods is generally not anticipated; and development of temporary groundwater dewatering wells as needed in areas where high groundwater table exists and could impede construction activities.

The proposed project would involve construction activities in the City of Bishop and unincorporated Inyo County along five segments of the ESCSD collection system, located within, and in proximity to, the ESCSD service area.
Specifically, the proposed flexible liner installations would include the following segments of the ESCSD collection system:
• two segments adjacent to United States (U.S.) Route 395 and U.S. Route 6, which extend to the northwest and connect to sewer main pipelines along Dixon Road and serve several nearby mobile home communities to the west;
• one segment near the intersection of Spruce Street and East Yaney Street, on a parcel adjacent to the Shady Rest Trailer Park to the southeast;
• one segment approximately 500 feet south of State Route (S.R.) 168, extending from South Barlow Lane; and
• one branched segment that extends from South Barlow Lane and Schober Lane before merging and continuing eastward to the ESCSD WWTP, crossing both U.S. Route 395 and S.R. 168.

Reasons for Exemption
The proposed project meets the criteria for a Categorical Exemption: Class 1(b) because the proposed project would involve minor improvements to existing publicly owned utility infrastructure with no expansion of current use. Rather than expanding the ESCSD collection system, the proposed project would restore system integrity, enhance resilience to future storm events, and reduce stormwater inflow and groundwater infiltration, allowing continued operation within the original design capacity. Further, as described in the Environmental Evaluation memorandum, the proposed project would not result in any significant environmental impacts, consistent with CEQA Guidelines Appendix G.
