The project is exempt pursuant to CEQA guidelines Sec.15303, Class 3 - New Construction or Conversion of Small Structures. The Class 3 exemption applies to small residential projects of six of fewer units located in urban areas.The project includes the development of two multi-family residential structures totaling five dwelling units in an urbanized area as defined under Sec. 15387 of the CEQA guidelines. Overall analysis conducted for the project ultimately found that construction and implementation would not have a significant effect on the environment and the proposed project does not trigger any exceptions to the Class 3 Categorical Exemption.
