The project includes safety improvements along an approximately 0.5-mile-long segment of Riley Street between Sutter Street and E. Bidwell Street. Reasons for Exemption
Pursuant to CEQA Guidelines Section 15301(b) and (c), the project includes improvements to an existing street and would not involve a substantial expansion of use; rather, it would provide safer designated spaces for cyclists and pedestrians who already utilize an existing street. Existing overhead and underground utilities within right-of-way (ROW) would be relocated or reconfigured where necessary. None of the exceptions in Section 15300.2(a) through (f) would apply.

Reasons for Exemption
Pursuant to PRC Section 2108025(b)(1), the project would meet the definition of a pedestrian and bicycle facility, and would include improvements and new bike facilities within the ROW. It would not induce vehicle trips or add new lanes. None of the excluding criteria in PRC Section 21080.25(c), (d), or (e) would apply.
