Reasons for Exemption
CEQA Guidelines Section 15301(3), Existing Facilities, exempts interior and exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances. Although City Hall is a historic resource and listed on the National Historic Register, the exception to categorical exemptions under CEQA Guidelines Section 15300.2(f) does not apply. The project consists solely of interior energy-efficiency upgrades that will not alter the building's character-defining features or result in a substantial adverse change in the significance of the historic resource. Existing historic light fixtures, where present, will remain in place, and the work will involve replacement of lamps and installation of occupancy sensors using methods that avoid damage to historic materials and finishes. Accordingly, the project will not cause a significant impact on a historical resource.
