Document Description
The City proposes a citywide General Plan amendment to update its existing Parks and Recreation Element and proposes to rename it the “Open Space Element” ("Project"). The amendment is being prepared in response to Senate Bill (SB) 1425, which requires local jurisdictions to address equitable access to open space, climate resilience, and rewilding opportunities in the open space element of the general plan. The Project addresses SB 1425 through updated background information, inventories, goals, policies, and implementation actions related to parks, recreation, and open space in West Hollywood. The Project includes information regarding disadvantaged communities, existing park service levels, current rewilding and urban greening efforts, and ongoing or planned parks and open space initiatives. The Project also includes revised and new policy direction intended to guide future decisions regarding parks, recreational facilities, and open space, with particular attention to equitable access, climate resilience, and rewilding. The Project is a policy document and does not approve or authorize any site-specific park, recreation, or open space improvement projects. The Project does not approve land acquisition, rezoning, subdivisions, construction, or funding for any specific capital improvement. Any future physical improvement or discretionary actions that may be pursued to implement the Project would be subject to separate review under CEQA, as applicable.
