Staff determined that the project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA guidelines. The project qualifies as a Class 32 categorical exemption under State CEQA Guidelines Section 15332 - Infill Development Projects. The project scope is the development of a commercial Car Washing and Detailing use on a vacant lot which is adjacent on three sides to already developed property. The proposed project is consistent with the general plan and the standards of the development code. A technical memorandum has been prepared for the proposed project and confirms that the project meets all criteria to qualify for a Class 32 Categorical Exemption, and that there is no substantial evidence that the project may have a significant impact on the environment.
