Document Description
This project will rehabilitate sections of the EBMUD South Interceptor sewer pipe and manholes located along South Coliseum Way in Oakland, within the Oakland Coliseum parking lots and a truck rental company; and sections of the EBMUD Alameda Interceptor sewer pipe and manholes located near Mariner Square Drive and Marina Village Pkwy. This project will rehabilitate existing infrastructure to improve existing system processes, improve safety, and/or maintain sewerage conveyance capacity.
Overview and Background
The East Bay Municipal Utility District (EBMUD) maintains and operates the South and Alameda Interceptors which are large diameter gravity sewers that convey wastewater from the cities of Oakland and Alameda to EBMUD' s Main Wastewater Treatment Plant at the foot of the bay bridge. Recent inspections of the South Interceptor between maintenance holes S07 and S10 and the Alameda Interceptor between maintenance holes A47 and A48 revealed significant corrosion of the reinforced concrete pipe. EBMUD will rehabilitate these sections of pipe and
adjacent maintenance holes. EBMUD will also rehabilitate several highly deteriorated
maintenance holes along the Alameda and South Interceptors. The rehabilitation will extend the life of the interceptor assets, minimize the risk of sinkholes, and protect the public and environment.
Project Purpose and Objectives
The South and Alameda Interceptors were constructed in the 1950s and have been in service for nearly 80 years. Biogenic sulfide corrosion from off gassing hydrogen sulfide in wastewater has led to the degradation of interceptor pipes and maintenance holes. Over time, this degradation affects the structural integrity of the structures and can lead to the formation of sinkholes. This project will rehabilitate the interceptor pipes and maintenance holes with a structural and corrosion resistant liner to extend their useful life.
Project Location
The Project has work locations in the cities of Oakland and Alameda. Refer to Figure 1 for the project locations.
Project Characteristics
The scope of work includes the following:
• Rehabilitate 2,500 linear feet of 42-inch to 63-inch diameter interceptor in Oakland using sliplining with fiberglass reinforced plastic pipe
• Rehabilitate 693 linear feet of 60-inch diameter interceptor in Alameda using sliplining with fiberglass reinforced plastic pipe
• Rehabilitate various maintenance holes in Alameda and Oakland with composite epoxy lining
• Adjust to grade or replace frame and cover of various maintenance holes in Alameda and Oakland
• All major work needed to perform the rehabilitation including but not limited to:
excavation, shoring, dewatering, backfill, surface restoration, utilities and sitework,
lateral connections, temporary flow control, safety, erosion and dust control
• Minor electrical improvements to the Elmhurst Creek Level Monitoring Station
• Minor maintenance work on a duckbill check valve
Permits and Approvals
Encroachment Permits will be obtained from the City of Alameda. Work in the City of Oakland is generally on private property but encroachment permits will be obtained from the City of Oakland by the contractor if needed. The Project scope of work is limited to repair, replacement, and/or minor alteration of existing sewer pipe infrastructure.
Public Considerations
The Project segment of the Alameda Interceptor is near a preschool, climate education center, and within 30 feet of commercial areas. The Project segment of the South Interceptor is within the Oakland-Alameda County Coliseum parking lot and truck rental company. Outreach has been performed with adjacent property owners and businesses to mitigate the impacts of construction and address any concerns.
Schedule and Work Hours
Construction is scheduled to begin in April 2027. The estimated construction duration is approximately 15 months. Regular construction work hours will be 6:00 a.m. to 6:00 p.m., Monday through Friday. There will be occasional nightwork.
