Document Description
The project consists of a Right of Entry (ROE) permit for temporary and non-exclusive right of entry onto an approximate 31,095 square-foot portion of the County’s San Luis Rey River Park to perform emergency pipe repairs within an existing easement granted to the Rainbow Municipal Water District via Grant of Rights of Way document number 87-516264. The term of the ROE permit shall commence upon execution of the ROE permit and expire upon issuance of a Termination Notice by County or on August 31, 2026, whichever occurs first.

The project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; and is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code.
