Document Description
The project would demolish all existing buildings and surface parking areas on the project site and construct a new residential development totaling 584 units, including 120 affordable apartment units, 416 townhomes in 3 distinct neighborhoods, and 48 single-family homes. In addition, the project proposes an approximately 2.6-acre active public park located along the western edge of the project site, an approximately 2-acre linear greenway, and an approximately 2.4-acre publicly-accessible open space in the northern portion of the project site, adjacent to the historic Clock Tower in Agnews Historic Park. The project is separate from and excludes the Agnews Historic Park. No development is proposed for the Agnews Historic Park. The project site plan is shown in Figure 2.
The new buildings would vary in height between 2 to 6 stories (approximately 28 to 75 feet) with a total approximate building coverage of 1,354,348 square feet and a density of 15.37 dwelling units per acre. A total of 119 residential buildings would be constructed, comprised of a multifamily affordable apartment building in the northern portion of the project site, single-family homes in the western portion of the site, and townhomes in the remaining portions of the site.
The project would provide approximately 7 acres of open spaces. Lafeyette Street Public Park in the western portion of the project site would include amenities such a playground, multi-use field, and recreational spaces. Greenway Park in the central and southern portions of the project site would be a linear greenway that would connect all the neighborhoods and open spaces together and would also include open lawn spaces and community gardens. Clocktower Park in the northern portion of the project site would include two large lawn/meadow spaces, an outdoor picnic area, and other amenities. Approximately 8,190 square feet of open space would be dedicated to the multi-family residential buildings. In total, the project would provide approximately 11 acres of common open space and 1.1 acres of private open space. Open spaces would be planted with a range of native and drought tolerant species, and the project would preserve many of the existing on-site trees.
The current General Plan land use designation for the project site is High Intensity Office/Research and Development (R&D) and the current zoning designation is Planned Development. The proposed uses would be residential and open space. The project has applied to develop residential uses under the provisions of Government Code Section 65589.5(d)(5), a portion of the Housing Accountability Act.
