Document Description
The Project is located along an outfall diffuser under Pier 80 at the Port of San Francisco and extends into San Francisco Bay (Bay), City and County of San Francisco (Lat. 37.749618; Long. -122.373471). The Permittee will perform maintenance repairs for the associated outfall diffuser pipes at the Southeast Bay Outfall (SEO), which is the primary discharge outfall for treated effluent from the Southeast Water Pollution Control Plant (Southeast Plant). The Permittee operates and maintains San Francisco's combined sewer system, which collects and treats both sewage and stormwater. The Southeast Plant is one of San Francisco’s three treatment facilities, in addition to the Oceanside Water Pollution Control Plant and the Northpoint Wet-Weather Facility. The Southeast Plant has a wet-weather treatment capacity of 100 million gallons per day for primary treated effluent and 150 million gallons per day for secondary treated effluent. During dry weather, all effluent receives secondary treatment, and the effluent is discharged to the Bay via the SEO system. To fully restore the SEO system functions, the Permittee will remove overlying sediment and rip rap covering portions of the outfall and diffuser pipes at the end of the SEO and repair damage to diffusers or replace missing diffusers. The SEO operates under a National Pollutant Discharge Elimination System (NPDES) permit, adopted by the San Francisco Bay Regional Water Quality Control Board (RWQCB) in August 2013 (Order No. R2-2013-0029).
