Document Description
The Board of Supervisors awarded the above-mentioned project on the May 5, 2026 Board Agenda. The County’s road crews will be installing new ‘No Parking’ signage and poles on both sides of Capistrano Road commencing at a point 120 feet southerly of the centerline of Highway 1 and extending southerly a distance of 1,630 feet. The signage will be spaced approximately 200 feet apart. Work will be conducted according to conservation measures and best management practices detailed in the County of San Mateo Routine Maintenance Program Manual (2023) and the San Mateo Countywide Water Pollution Prevention Program Construction BMPs (2014).

Reasons for Exemption
The project qualifies for an exemption pursuant to the California Environmental Quality Act (CEQA) Guidelines (California Code of Regulations Title 14), Section 15301, Class 1 categorical exemption consists of operation, repair, maintenance, permitting, leasing, licensing, or minor alteration to existing public or private structures that involve negligible or no expansion of existing uses. The project consists of the implementation of parking restrictions at existing paved and non-paved road shoulder where other signage already exists. CEQA Guidelines Section 15301, Class 1 categorical exemption consists of operation, repair, maintenance, permitting, leasing, licensing, or minor alteration to existing public or private structures that involve negligible or no expansion of existing uses. The project consists of the implementation of parking restrictions for oversized vehicles at existing paved portions of the road and non-paved road shoulder, which require installation of new signage. New signage could be considered minor alterations to existing facilities. However, the project would result in a decrease in facility usage and would not result in additional creation of new automobile lanes, parking spaces, or expansion of existing facilities.
