Document Description
Public ROW bicycle/pedestrian improvements along approx. 0.5 miles of Glendora Ave and 1.5 miles of Foothill Blvd including first/last mile improvements to access Metro A Line Glendora Station. New Class II, III, and IV bikeway facilities, roundabout, protected intersections, traffic signal modifications, and high visibility crosswalks. Part of the Glendora People Movement Project, a City initiative that envisions a viable active transportation network throughout the City. The purpose is to improve pedestrian, bicycle, and vehicular safety and build upon City’s existing and planned network of bikeways and trails to improve multimodal/alternative transportation network. The project includes first/last mile improvements aimed at making access to the new Metro A Line Glendora Station intuitive and safe. It will increase connectivity the various parts of the City internally and externally to the surrounding region. In addition, it will implement policies of the Circulation Element and Air Quality Element of the Glendora Community Plan, the City Ordinance 2084 – City of Glendora Safe Streets Program, the Glendora Station Area Vision Plan, and the Route 66 Corridor Specific Plan. The project will benefit the residents of the City of Glendora and users of the Metro rail.

Reasons for Exemption
Section 15301, Class 1, Existing Facilities exempts projects that involve existing streets, sidewalks, and similar facilities undergoing alterations such as the addition of bicycle facilities (bicycle parking, bicycle-share facilities, bicycle lanes, pedestrian crossings, and street trees), provided that the alterations do not create additional automobile lanes. Project would install bikeway and pedestrian uses along existing roadways that currently serve pedestrians and bicycle uses. Negligible expansion of use, as the proposed project would not change the intended use of the existing streets as a corridor for pedestrians, bicycles, and automobiles. Project would not create additional automobile lanes. Section 15304, Class 4, Minor Alterations to Land, exempts minor public or private alterations in the condition of land, water, and/or vegetation (including creation of bicycle lanes on existing ROW) that do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Project would alter the existing City roadways to better accommodate cyclists and pedestrians. It would not involve the removal of any mature, scenic trees. Based on substantial evidence generated from a literature and records review, modeling, and site investigation, none of the factors identified in Section 15300.2, Exceptions, of the State CEQA Guidelines make the categorical exemptions inapplicable. Project site includes a small area in the southwestern portion of a City-designated Historic District. However, the proposed improvements have no direct or indirect adverse effect on the Historic District eligibility pursuant to the City of Glendora Historic Preservation Ordinance, and no direct or indirect adverse effect on the contributing elements to the Historic District. Specific project design measures as a part of the proposed project would ensure compliance with regulations and ensure that there would be no substantial adverse impacts or significant cumulative impacts related to the twenty environmental issue areas evaluated under CEQA.
