The City of Cypress proposes the Myra Pump Station No. 1 (MYRA PS-1) Upgrade Project, located at 5111 Myra Avenue, within a 0.145-acre site in Cypress, California (APN 241-044-01). The project site lies just south of the Orange County Flood Control District’s Carbon Creek Channel, bordered by single-family residences. Constructed in 1961, MYRA PS-1 was designed to provide 25-year storm flood protection with a capacity of 90 cubic feet per second (cfs). However, updated hydrological standards require 133 cfs, rendering the existing infrastructure inadequate and contributing to drainage inefficiencies and upstream flooding. The proposed project aims to address these deficiencies by constructing a new pump station adjacent to the current site. The project would upgrade storm drain systems, increase pumping capacity, and ensure compliance with current hydrological standards.

Reasons for Exemption
The project is categorically exempt from CEQA pursuant to CEQA Guidelines §15303, Class 3, New Construction or Conversion of Small Structures, specifically §15303(d), which applies to utility extensions and related street improvements of reasonable length. The project consists of constructing a replacement public stormwater pump station on an adjoining, already-developed City-owned parcel and installing associated storm-drain improvements to convey flows to the Carbon Creek Channel. The existing Myra Pump Station No. 1 was constructed in 1961, serves an approximately 86-acre developed watershed, and no longer meets the current OCFCD hydrologic standard for 25-year storm protection. The project would replace outdated stormwater infrastructure serving the same existing watershed and would not introduce a new land use or expand the service area. The project site and improvement areas are located within a fully urbanized setting and consist of previously developed and disturbed areas. Supporting technical analyses found that air quality, noise/vibration, and transportation/VMT impacts would be less than significant, and the cultural resources and hazardous materials reviews did not identify conditions that would preclude use of the exemption. None of the exceptions to categorical exemptions set forth in CEQA Guidelines §15300.2 apply. Therefore, the project is exempt from further environmental review under CEQA.
