Document Description
The California Department of Fish and Wildlife (CDFW) has issued an ITP (No. 2081(b)-2026-025-05), pursuant to Section 2081(b) of the Fish and Game Code to the San Diego Gas & Electric Company (SDG&E). Project involve implementation of SDG&E’s Wildfire Mitigation Plan (WMP). Such activities include replacements, installation of new treated wood or steel poles and associated equipment, pole remove from service (RFS), pole brushing, overhead work, anchor and guy wire work, trenching, overland travel, vegetation management, wildfire fuels management, geotechnical failure protection and remediation, access roads and slope management, habitat management, footpath access, stringing sites, staging yards and/or helicopter landing zones to support and access the WMP activity work areas. Equipment to complete WMP activities described below may include, but is not limited to, backhoe, dump trucks, concrete trucks, jack hammers, flatbed trucks, pick-up trucks, water trucks, mowers, helicopters, excavation equipment, paving equipment, truck-mounted cranes and augers, bucket trucks, and underground/overhead line trucks. The Project will result in impacts to 2.76 acres of Quino Checkerspot Butterfly (QCB; Euphydryas editha quino) habitat including temporary impacts to 0.11 acres and permanent impacts to 2.65 acres; the Project will also result in impacts to 2.62 acres of Crotch’s bumble bee (CBB; Bombus crotchii) habitat including temporary impacts to 0.10 acres and permanent impacts to 2.52 acres. The project is expected to result in incidental take of both QCB and CBB, which are designated as a candidate species under the California Endangered Species Act (CESA). The ITP referenced above as issued by CDFW authorizes incidental take of species listed under CESA that may occur as a result of Project implementation.

The Project will take place along various project segments and distinct locations, along portions of SDG&E’s electric distribution, transmission, and associated rights-of-way, within the 4,300-square mile SDG&E service area in San Diego County, including areas adjacent to State Route (SR)- 94, Cleveland National Forest, Barrett Reservoir, Steele Canyon, Sweetwater River, San Diego National Wildlife Refuge, Jacumba Hot Springs, Interstate-8, along Highway (Hwy) 80, Warner Springs and SR 79.

Reasons for Exemption
CDFW, the Lead Agency, has determined that the Project is statutorily exempt pursuant to Public Resources Code section 21080(b)(4) and California Code of Regulations, Title 14, section 15269(b)(c). The Lead Agency determined that the Project meets certain qualifying criteria for the exemption, specifically, actions necessary to prevent or mitigate an emergency. This ITP falls within the class because the ITP will allow SDG&E to conduct important wildfire risk reduction activities in 2026 through 2031. Delaying these activities would create a risk to public health, safety, and welfare through increased risk of catastrophic wildfire.
