Document Description
Execution of a short-term license agreement with South Tahoe Public Utility District (STPUD) for access onto and through portions of Conservancy land to install, maintain, and remove two (2) temporary water discharge systems to disperse water generated during well repair tests of the STPUD Sunset and Tanglewood Wells and to construct, maintain, and remove two (2) temporary trail crossings where existing public trails intersect with discharge system components. Groundwater will be pumped from the Sunset Well, located at 885 Sunset Avenue in South Lake Tahoe, California, and the Tanglewood Well, located at 942 Tanglewood Drive in South Lake Tahoe, California. The temporary discharge systems consist of an eight- (8) to 12-inch-wide aluminum irrigation pipeline, a flow diffuser, and silt fencing. Silt fencing will be placed approximately 30 feet from the point of discharge to prevent sediment mobilization. Hand crews will be employed to install and remove the temporary discharge systems.

Reasons for Exemption
condition of land and water that will not involve the removal of healthy, mature, scenic trees, which are exempt under §15304. Activities authorized by the short-term license agreement will neither impact a critical environmental resource mapped and adopted by federal, state, or local agencies nor will result in significant effects on the environment. STPUD will restore temporary impacts to pre-project conditions after the conclusion of activities. STPUD will conduct monitoring and implement sediment, turbidity, erosion, and color control measures consistent with requirements of a Basin Plan Prohibition Exemption issued by the State Regional Water Quality Control Board, Lahontan Region, on June 18, 2026, and consistent with requirements of the Statewide National Pollution Discharge Elimination System Permit for Drinking Water System Discharges to Waters of the United States, Order WQ, 2014-0194-DWQ, to ensure there are no adverse impacts to water quality and beneficial uses of Trout Creek and The Upper Truckee River.
