Pursuant to Section 15303 of the CEQA Guidelines (Class 3 – New Construction or Conversion of Small Structures), the project consists of the installation of a small new accessory structure. Section 15303(e) applies to the construction and installation of small new equipment and accessory structures. The proposed installation includes a new breakaway support pole with a small concrete foundation, solar panel, and camera unit. The footprint of the installation is minimal and does not involve substantial grading, roadway expansion, or increased traffic capacity. The project qualifies as a small new structure under CEQA Guidelines Section 15303 and therefore qualifies for a Class 3 Categorical Exemption.
