Document Description
The proposed project would consist of the replacement of an aged electrical distribution system supporting Navy and large commercial berthing by BAE Systems San Diego Ship Repair, Inc. (BAE) located at Pier 3 on the BAE leasehold in the city of San Diego, California. Work to complete the proposed project would include the removal and replacement of existing high and low voltage distribution equipment, circuits, wiring, and all associated devices including deck mounted substations. The proposed work would be coordinated with existing shipyard activities to minimize disruptions to shore power service and shipyard operations. The proposed improvements would utilize the existing electrical conduits on the pier and would not require ground disturbance or excavation. Work is anticipated to occur in early 2027 and would take approximately two (2) years to complete, with ongoing maintenance as needed. The construction staging area would occur within the BAE leasehold adjacent to Pier 3. Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, impacts related to air quality, greenhouse gas emissions, and transportation and traffic are not anticipated to occur. Furthermore, the Applicant would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.

Reasons for Exemption
The proposed project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction) and Sections 3.a. and 3.b. of the District’s Guidelines for Compliance with CEQA because it would involve the replacement of existing utility facilities supporting Navy and commercial berthing operations that would involve no expansion of use beyond that previously existing, would not result in a significant cumulative impact due to the continuation of the existing use, would consist of the replacement of an existing structure, would be located on the same site as the structure replaced, and would have substantially the same purpose and capacity. Section 3.a. and 3.b. of the District's CEQA Guidelines is as follows: 3.a. Existing Facilities (SG § 15301) (Class 1): Includes operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that previously existing. (1) Repair, maintenance or minor alteration of existing mooring facilities, floats, piers, piles, wharves, bulkhead, revetment, buoys, or similar structures; marine terminal facilities; airport facilities; and commercial industrial, or recreational facilities. 3.b. Replacement or Reconstruction (SG § 15302) (Class 2): Includes replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site and will have substantially the same purpose and capacity as the structure being replaced. This exemption includes, but is not limited to: (2) Replacement or reconstruction of marine terminal facilities, and marine-oriented commercial, industrial, and public and commercial recreational facilities, including buildings, piers, piles, wharves, marine ways; railroads; airport facilities, runways, taxiways, aprons, and ancillary structures to those facilities; electrical and mechanical systems and equipment where the new structure will be on essentially the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
