Document Description
The Project consists of pavement repairs and asphalt resurfacing along Road 192 between Avenue 152 and Avenue 192, approximately one mile north of the unincorporated community of Poplar. Work would include isolated pavement repairs, placement of new asphalt surfacing, minor shoulder corrective work and leveling to reduce overlay drop-off conditions, and installation of new traffic striping and pavement markings. The Project would improve the condition, safety, and functionality of the existing County roadway for the traveling public. The Project would not add new automobile travel lanes or substantially expand roadway capacity. Construction is anticipated to begin in Spring 2027 and be completed by Summer 2027.

Reasons for Exemption
The Project is categorically exempt from CEQA pursuant to CEQA Guidelines §15301, Class 1, Existing Facilities, subsection (c), because it consists of repair, maintenance, resurfacing, and minor alteration of an existing public roadway, including associated shoulder corrective work and restriping, with negligible or no expansion of existing use. The Project would not add new automobile travel lanes or substantially expand roadway capacity. The Project is also consistent with the County of Tulare’s locally adopted categorical exemption procedures for Class 1 existing facilities. The County has further determined that none of the exceptions to the use of categorical exemptions set forth in CEQA Guidelines §15300.2 apply to the Project.
